Description

In this open lecture Tony Barnett will explore the relationships between HIV/AIDS and state fragility. What are the direct or indirect impacts of HIV and AIDS on governance? He will discuss why and how AIDS has been treated as a security issue. Has AIDS been hijacked by those who saw it as a way of getting funding for the intelligence community? We will explore some of the evidence for and against HIV/AIDS contributing to “state fragility” in sub Saharan Africa and elsewhere.
