Abstract
In the 21st Century China and the EU have used concepts, philosophies and principles of harmony and solidarity in attempts to counter internal tensions and secure legitimacy. Sustainability as a concept and principle relates more widely to transnational environmental challenges and climate change. Populism, dystopian fiction, market, and political propaganda are normative reactions to the present uncertainty in a fragmented transnational world society. Such normative reactions and tools may both support and undermine legitimacy of some involved actors. Legal institutions, cultures and concepts undergo major changes during a period characterized by turbulence both within and between states.
