In his paper-based PhD Dissertation, entitled 'Towards a Global Governance Regime for Artificial Intelligence: Regulating a General-Purpose Technology', Matthijs Maas explores (1) how new developments in AI may strengthen or erode existing international law instruments both conceptually, operationally, or politically; and how (2) this translates into pathways and pitfalls for an emerging global governance architecture to ensure the safe and responsible regulation of AI systems, particularly in the security domain.

Matthijs is a PhD Fellow at the University of Copenhagen’s Centre for International Law, Conflict and Crisis (Faculty of Law), and member of the 'Artificial Intelligence and Legal Disruption' (AI-LeD) Research Group. He is also a Research Affiliate with the Center for the Governance of AI (GovAI) at the Future of Humanity Institute (University of Oxford), and a former Junior Associate at the Global Catastrophic Risk Institute (GCRI).
He has previously published on trends in military AI systems; the susceptibility of such systems to ‘normal accidents’; and lessons from nuclear non-proliferation regimes for the regulation of these emerging technologies. Along with his primary Dissertation research into AI global governance, additional research areas include the effect of technologies on international law; theoretical models of the interaction between law and new technology; the uses of AI systems in crime, policing or surveillance; and the macrostrategic implications of emerging technologies in the long term.
Matthijs holds a M.Sc. in International Relations (Distinction) from the University of Edinburgh, and a B.A. in Liberal Arts & Sciences (Cum Laude) from University College Utrecht in The Netherlands. Following his graduation, Matthijs pursued an itinerant career path, working as assistant strategic analyst at The Hague Centre for Strategic Studies; as diplomatic trainee at The Netherlands Embassy in Beirut (Lebanon); as a digital technology solutions analyst at NewForesight Consultancy (The Netherlands), and as web developer at the Le Wagon coding bootcamp, amongst others.
