The new rural paradigm and the leader method: locally based "joint-up" rural development

The new rural paradigm is used to describe a wide range of initiatives for rural development in post-industrial rural societies. As such it is applied in rural areas where the importance of primary production and industrial manufacturing has declined, and where the rural economy re-emerge around recreative and tourism based business. The new rural paradigm is both a mainstreamed working method rooted in government institution as well as a more loose description of new rural business developments. Central is a notion of place-based development and an inter-sectoral. Thus, in the new rural paradigm, tourism links up with i.e. agriculture, food production and health services all based on the perceived qualities of a distinct place with the right rural appeal. Behind the positive literature on the new rural paradigm are more complex discussions on local democracy, state responsibility, the role of rural entrepreneurs, social transformations and the wider implications of the tourism economy.
